Note on working of the Stamp Office, Treasury.

The main stock of stamps in the Colony, postage and is kept in the "stamp vault" of the Treasury. There is a double lock on the vault and the keys are kept by the Post- master General and the Treasurer. All receipts and issues of

stamps into and from the vault are checked by the Postmaster General and the Treasurer, and a proper stock book is kept. Issues are made to the Treasurer or the Postmaster General as the

case may be and a receipt is given for the amount received. The actual stock in the vault is checked annually by a Board of Survey.

2. Issues made to the Treasurer are put into the Treasurer's safe in which a sufficient stock is kept to supply the ordinary needs of the Stamp Office. Issues are made by the Treasurer about seven times a month on requisitions from the

olerk in charge of the Stamp Office. At the time of issue there

are present the Treasurer, the clerk in charge of the Stamp Office, Mr. Aquino, and the Stamp Office 1st Shroff.

The stamps

are taken out and counted by the Treasurer, checked by Mr.Aquino, and checked again by the shroff. The shroff signs the requisi- tion (in duplicate) as received, the mount is entered by the Treasurer in his stock book and the shroffs receipt is kept as a

voucher.

3. The stock book kept by the Treasurer shows that stock has been taken at regular intervals. It is, I believe checked by the Board of Survey. I checked it on 7th January and again

immediately after the shroff absconded. The stock is correct.

4. In the Stamp Office the 1st shroff is practically

speaking entirely responsible for the stamps he has received. He

keeps his stamps in a cash box which is locked into a safe every

evening by Mr. Aquino. The shroff has, however, the key of the

cash box and makes all issues to the sub-shroffs during the day.
